3、其他资格要求：
（1）本次磋商需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书）；
（2）供应商具备有效的营业执照及有效的安全生产许可证；
（3）具备建设部颁发的市政公用工程施工总承包二级及其以上资质；
（4）项目负责人具备市政公用工程注册建造师二级及其以上资格；        

(c)Specific qualification requirements for this program: 1. Suppliers that comply with Article 22 of the Government Procurement Law of the People's Republic of China. 2. Not listed by "Credit China" (www.creditchina. gov.cn) or China Government Procurement Network (www.ccgp. gov.cn) as dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement [based on credit records within the three years prior to the deadline for submitting response documents]. 3. Other qualification requirements: (1) This negotiation requires online response, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) The supplier has a valid business license and a valid safety production permit; (3) Having the third level or above qualification for general contracting of municipal public works construction issued by the Ministry of Construction; (4) The project leader has the qualification
