根据上海市财政局《关于上海市政府采购信息管理平台电子招投标系统正式运行的通知》（沪财采[2014]27 号）的规定，本项目采购相关活动在上海市政府采购信息管理平台（简称：电子采购平台）（网址：www.zfcg.sh.gov.cn）电子招投标系统进行。电子采购平台是由市财政局建设和维护。供应商应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。供应商在电子采购平台的有关操作方法可以参照电子采购平台中的“在线服务”专栏的有关内容和操作要求办理。
供应商应在响应截止时间前尽早加密上传响应文件，电话通知采购代理单位进行签收，并及时查看采购代理单位在电子采购平台上的签收情况，打印签收回执，以免因临近响应截止时间上传造成采购代理单位无法在响应截止前完成签收的情形。未签收的响应文件视为响应未完成。        

According to the "Notice on the Official Operation of the Electronic Bidding and Tendering System of the Shanghai Municipal Government Procurement Information Management Platform" (Shanghai Finance Procurement [2014] No. 27) issued by the Shanghai Municipal Finance Bureau, the relevant activities of this project's procurement will be conducted on the Shanghai Municipal Government Procurement Information Management Platform (referred to as: Electronic Procurement Platform) (website: www.zfcg.sh.gov.cn) the electronic bidding and tendering system is conducted. The electronic procurement platform is constructed and maintained by the Municipal Finance Bureau.
