（3）本项目仅面向中小企业采购。
（4）本项目不接受组成联合体        

(c)Specific qualification requirements for this program: (1) Must have a Level 3 or above general contracting qualification for construction projects and a valid safety production license; (2) The project manager proposed by the supplier must have a Level 2 or above registered constructor qualification in construction engineering and hold a valid safety production assessment certificate (Category B); (3) This project is only open for procurement by small and medium-sized enterprises; (4) Joint ventures are not accepted for this project.
