合同履约期限：首年度服务期自2026年8月25日起至2027年8月24日止。本项目一次招标，三年沿用，合同每年一签。        

The Contract Period: The initial service period is from August 25, 2026 to August 24, 2027. This project is tendered once and will be used for three years, with the contract being signed annually.

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠；（2）残疾人福利性单位，并将其视同小微型企业。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprise procurement, and no price discounts will be implemented by small and medium-sized enterprises during the review; (2) Welfare units for disabled people, and treat them as small and micro enterprises.        

(c)本项目的特定资格要求：1) 满足《中华人民共和国政府采购法》第二十二条的规定；
2) 未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn） 列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
3) 具有省、自治区、直辖市公安局颁发的《保安服务许可证》；
4) 本项目不允许转包。
       

(c)Specific qualification requirements for this program: 1) Meet the requirements stipulated in Article 22 of the Government Procurement Law of the People's Republic of China; 2) Not be listed as a dishonesty-stricken person subject to enforcement, a major tax delinquency dishonesty subject, or a record of serious illegal dishonesty in government procurement on "Credit China" (www.creditchina.gov.cn) or the China Government Procurement Network (www.ccgp.gov.cn); 3) Possess a "Security Service License" issued by the public security bureau of a province, autonomous region, or municipality directly under the central government; 4) Subcontracting is not allowed for this project.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
